In reply to your letter 10454/1916
dated 14th instant, with reference to the
treatment of goods shipped by or to firms on
tae Statutory Black List which pass through Hong Kong and other British Colonies in transit,
I am directed by Secretary Sir E. Grey to say
that he conours in Mr. Secretary Bonar Law's
proposed instructions to the Governments of
these Colonies to detain such goods when
orried on British ships.
In the case of goods carried
on Allied ships, which are not landed in the Colony for transhipment, Sir E. Grey considers that it would be advisable that the Colonial
Government should consult the Consular
Authorities of the country to which the ship belongs. In the event of the latter objecting to the proposed detention the goods must, in Sir E. Grey's opinion, be allowed to proceed, but the case enould be reported home, in order that representations may be made to the Allied Govern-
meat concerned.
